Preheat oven to 350ºF (175ºC). Grease a muffin tin, or line with cupcake molds.
Whisk flour, baking powder and salt in a bowl and set aside.
In a stand mixer cream the butter and the sugar together until well incorporated.
Add eggs one at a time, mix well.
Add rose water, and half the milk.
Add half the dry mixture - mix well.
Add remaining milk.
Add remaining dry ingredients.
Equally divide batter into cupcake tin.
Bake for 15 to 20 minutes until a toothpick inserted in the middle comes out clean.
